During upgrades, different prod clusters will have different hadoop/hive
versions. But we use the same oozie package. So, during oozie-setup, we pick
the hadoop/hive versions from the cluster where we are installing. This is
useful even for developer/QA testing as they can setup with any hadoop version
and use the same oozie package.
