[~rkanter], the reason I added to {{JOBS}} is because there are no write
operation for bulk command as I discussed this with you in an offline mail.
What this jira does is only adding "-kill, -suspend. -resume" options to
{{JOBS}}, and no other options. If you move this to {{JOB}}, I can see you
adding more complicated or repeated options to {{JOB}}
