Generally, the the thing with the highest priority has been the more specific one. For example, config properties defined in an action's {{<configuration>}} have priority over an action's {{<job-xml>}}, which has priority over the global section's {{<configuration>}} and {{<job-xml>}}, which has priority over the action defaults in oozie-site, and so on. However, you bring up a good point that it might make sense for the sharelib to be additive instead of overwriting.
