We use JIRA. You can not only manage issues, but also tasks and defined
releases covering a set of tasks.

But more important : you are free to decide which tool fits your need.
Apache does not enforce any tool, except when it comes to the VCS (Git
or SVN, which should cover most of the users).

That's the point : moving out of incubator is for the project to proive
that it can run as a normal project, by itself. The ASF does not offer
anything but the tools and some help to get use to The Apache Way. In
other words, the project has to gather a community and make it work as
the project managers, through what we call a PMC : project Management
Committee. The PMC is in charge of voting releases, voting in new
committers, and new PMC members.


Now, at this point, we have to make a decision. Either we shut down the
project, or we decide to go on with new working force, and see where it
brings us. David and carlos seems to be interested in working on the
project, why not voting them as new committers, and keep going for a
while ? All in all, the project belongs to those who *want* to work on
it, not to those we brought it to The ASF and stopped working on it
(don't get me wrong : there is nothing wrong in stoping working on a
project : life is short, we all have a lot on our private and
professional plate, it happens all the time). That would be the best
possible path, IMHO.
