It may be an option. Again this is the PPMC decision to openly vote

One reason why most of the projects vote ne committers on the private
mailing list is that it allows the PMC members to have a frank
discussion. Most of the time, it's a clear cut, but sometimes, some
concerns might be voiced. We do not favor privacy too much, but to some
extent, some decisions have to be done behing close doors. Starting a
vote which ends with a negative result can be devastating...

Bottom line :

as individuals (like voting in new committers), and legal matters that
require confidentiality."
