I don't think we need to vote on a new release procedure at this point. The current guidelines [1] don't actually get very specific about what tickets need to be fixed during the release candidate cycle. I would suggest that it has always been up to the release manager to decide what tickets to bump and what tickets to fix in a release candidate. The strong convention is to only bump tickets that can be shown *not* to be regressions. However, the release procedure document says nothing about this. So, I think putting out a release candidate makes sense. We want folks to test it. If we get some bug reports, it is up to you, Bart, to decide whether or not we should fix them and propose another release candidate. The time we wait between two candidates is also up to you. The PSC can always vote against the final if they really want another candidate. I think we're all in favor of getting out a release fairly soon.
