Replace the local SAXParserFactory in DictionaryEntryPersistor with the
shared XmlUtil.createSaxParser() helper so all SAX parsing in the runtime goes
through a single, consistently configured entry point. Harden
XmlUtil.createSaxParser() to enable namespace awareness and disable
DOCTYPE/external entity processing by default.
