In this particular case it may still make sense to let them as they are: if I recall correctly, the "groucho" account was already discussed and belongs to one of the active full-time developers (maybe Andre); so I trust that those issues will be properly reassigned or dealt with over time.
But if there are similar numbers of issues assigned to people who are extremely unlikely to ever have a look at them, then it doesn't make sense to leave them assigned.
