Sure, but this would require coordination and actually the redirection
would need to be at the DNS level, since the operating system and web
server are being upgraded too.
As Jan wrote, nobody sent him the text of a notice to put online instead
of the error message you see now (which will only appear for brief
periods anyway; most of the time httpd will be down) and he didn't put
anything.
I've now added a note to http://www.openoffice.org/contact_us.html , the
source of the mails we are receiving, to explain that the forums are
under maintenance.
