Apache OpenOffice is a volunteer community. It is entirely made up from volunteers and we need more in different countries to support different languages. It is difficult to understand from your e-mail exactly what is impossible to understand - do you mean because you can only find it in English? We are providing free and open source code, we can not guarantee all languages will be supported equally, it depends on how much volunteer effort can be established in particular localities.
