In short the relevant changes were fixes for the AOO's SDK on Windows, which is only developer-testable and it doesn't impact end users. Another important update in the respin was that the just finished Turkish translation was integrated for RC3, even though it was way past the original l10n deadline.
So from an end-user perspective RC2 and RC3 are identical except that now there is a Turkish localization. All testing results can be reused.
