Correct. And you would get credit as any other developer, in the source code and in the Release Notes. See

I'd like to see it downloadable by users, a la Templates.
Templates and Extensions do not cover the whole available range of OpenOffice customizations. I honestly don't know if it is possible to package palettes (.soc) or arrow shapes (.soe) files as extensions, but I've never seen extensions doing that.
