That was intended for cases where the "troll" appealed to the PMC. Don't expect simple answers that will make everyone happy. It is messy, ugly, but sometimes necessary. In the history of the international users list at AOO we've had to ban only one user. And I don't think we've banned anyone on any other list yet.
