Really? The new specification template separated the roles of the
"Project Lead", the "Specification Owner" and the "Developer". In my
understanding, it should be the project lead's responsibility to ensure
that spec and reality are in sync (probably by kicking the specification
owner to do it :).

but does not take any of the other two mentioned roles, then it's *not*
her responsibility to ensure the synchrony?
No, I wouldn't. Actually, I'd expect that every person fulfilling on of
the three roles takes 100% responsibility. So the chances are better
that at least one succeeds. ;-) Okay?
To be more specific, if the developer is really only the developer, he
has no chance than to code exactly what is specified, else it would be a
bug. What other source should he have about what to implement? If that
is not possible, he can talk to the specifier until the problem is solved.
