Which is certainly different from META-INF/manifest.xml and when
extracted on a Unix filesystem it would result in two different files,
the backslash wouldn't even denote a subdirectory then.

Note what the Info-ZIP documentation says about the filename entry:

|       The name of the file, with optional relative path.
|       The path stored should not contain a drive or
|       device letter, or a leading slash.  All slashes
|       should be forward slashes '/' as opposed to
|       backwards slashes '\' for compatibility with Amiga
|       and Unix file systems etc.
