Are the packages of OOo itself (incl. file /opt/openoffice.org/ure/lib/libstdc++.so.6) and the OOo SDK package (/opt/openoffice.org/basis3.1/sdk) coming from the same source (either both from your Ubuntu installation, or both from the OOo download site)?
(Obviously) both are from the download site? Ubuntu doesn't have OOo
installed in /opt, and neither does it ship a copy of libstdc++6.

Strange, then, how uno-skeletonmaker directly from the OOo site (what did you download exactly?) would depend on the GLIBCXX_3.4.9 version. What is the "Version needs section" of "readelf -V /opt/openoffice.org/basis3.1/sdk/bin/uno-skeletonmaker" and the "Version definition section" of "readelf -V /opt/openoffice.org/ure/lib/libstdc++.so.6", and what is the output of "ldd /opt/openoffice.org/basis3.1/sdk/bin/uno-skeletonmaker"?
