... but first make sure that the tools you wish to process the resulting GML with are actually capable of handling that amount of data ;-) Depending on what kind of data is required, one could also create a PostGIS database (using Osmosis or osm2pgsql), and then make GML from that using ogr2ogr. I think that osm2pgsql will process the full planet in a few hours if you have 16 GB of RAM, or within about a day in "slim" mode if you have less.
