That aside it was a planned outage, I'm thinking more about unplanned
outages and giving small sites the ability to display OSM maps,
putting OSM in front of as many eye balls as possible is one potential
way to grow the user base and in turn the data. The more people that
see errors the more likely they are to want to fix them :)

Bandwidth is dirt cheap in the US so it's very likely you may get
several, as for hardware why not try some vendors like IBM to see if
they'd donate some decent kit in return for their logo being displayed
etc.
