Because anyone who imports data and runs a bot can make large changes to the database with little effort the OSM community expects them to behave themselves while doing so; this is, for instance, expressed in the wiki pages http://wiki.openstreetmap.org/wiki/Import/Guidelines and http://wiki.openstreetmap.org/wiki/Automated_Edits/Code_of_Conduct .
People who write editing tools can also exert a lot of leverage, for instance by having their programs used by mappers who are less skilled and experienced than they are themselves.
