I would expect this for some database schemas but not others. Databases with
history would retain the old contents.

If there were a possible way to make it clean it would likely involve
running a custom redaction bot on your own database and having what it does
legally vetted. This would take longer and cost more than buying some
enterprise SSDs and reimporting.
