No. If you are doing anything with the data but a simple upload, you
want the higher resolution

I don't imagine that JOSM will upload a coordinate "non-change" like
this. If it does, that's a JOSM bug, as there's other ways to produce
such a non-change like squaring something already square.
This way the coordinates downloaded from the API would match those from
ogr2osm, and needlessly modifying the node coordinates with a higher
precision could be prevented.
Best to attack this on the editor side.d
