Sorry but did we discuss about this release in the dev mailing list?

Otherwise, I'd cast -1 for this RC0 because it doesn't give enough head-ups to 
the dev community. We can resume RC1 around May 19th.

(v1.7.9 is planned on `May 19, 2023`)

As you know, Apache ORC community decided to define the release cadence in 
advance to provide users predictable releases and usually informs in advance if 
we want to change the release cadence for some reasons.
