[Dev] functional testing prep work

I'm working on integrating the great work Olivier has done with CATS into the tinderbox environment and I also wanted to make sure that any developer who wanted to run a functiional test could do so easily - to that end I am going to be making the following changes and wanted to run it by the dev list for a feedback vote.

- add a svn:exernal "link" to chandler/tools/ directory that points to http://svn.osafoundation.org/qa/chandler/CATS/ repository. This will allow any chandler checkout to also grab the required files to run the functional tests. - Modify the RunChandler and RunPython scripts to include the environment variables that CATS requires - create a helper script in chandler/tools/ that runs a given functional test or all of them
