As it turns out the Functional tests weren't really broken but were
failing because of a valid bug in Chandler.
Thanks to Donn for invesitgating and fixing the bug. They should run
now. There are a couple of tests that still fail but those are again
because of valid bugs.
They are:
TestCollectionDeletion.py - Bug 4187
TestImporting.py - Bug 4155 (doesn't occur when you run the import
manually)
