[Dev] m6 release Wednesday

The m6 milestone is happening on Wednesday so the following procedures will be in place until QA has signed off on the release:

Tuesday
        - the Chandler tree will be in RESTRICTED mode
        - only bug-council approved bugs will be accepted into the source tree



Wednesday

        - Once the official release is signed off on the tree will re-open

- all commits should contain the bug # and the reviewer in the commit message - The Chandler tree will be CLOSED as soon as the last m6 bug is commited - I will generate the branch and create a release for QA to sanity check, once approved by QA I will roll the official release.
