It is often said that, If it didn’t happen on the mailing list, then it didn’t 
happen. Please do not have discussions outside of the mailing list. There are 
many good reasons for this, but one of the most important is that conversations 
are archived and searchable on ASF hardware. It also means that people who are 
not working full time on the project or work in a different time zone can also 
be involved.

There are only a few hard rules at Apache. There is a lot of best practice and 
guidelines to follow. You can do things differently if you have a good reason 
for doing something different.

With GitHub, JIRA and the like, it is generally set up so that everything is 
sent to a mailing list, so conversations are archived and searchable.

Using mailing lists is one of those hard rules, but that doesn’t stop you from 
also using GitHub. Do be aware that some people will not, for various reasons, 
want to have a Github account.
