This message is issued under circumstances which may be different from what
actually stated. I have observed it when the /bin directory in the perl
interpreter is not in the PATH apache sees at startup (which if you are
running as a service is the system PATH variable, which may be different
from your individual PATH - assuming NT4 or better).
