The consensus on HBASE-12566 is low level region implementation marked as
Private should not be promoted to LimitedPrivate. I suspect the same will be
said about SplitTransaction (which IMO touches a ton of other low level stuff,
region impl, filesystem layouts, znode/master coordination, etc.), but of
course a conversation is worth having on dev@hbase.
