We already batch sequence allocations and NEXT VALUE FOR <seq> returns an ID 
(ANSI standard sequence syntax). You can create your own sequence on the fly 
(which corresponds to a Put in the SYSTEM.SEQUENCE table). You can even make it 
tenant-specific. It's not clear to me what problem we're trying to solve that's 
not already solved.
