Does the URL contain a test=true; suffix, as that should prevent the 
PhoenixDriver from loading? The PhoenixTestDriver should already be loaded from 
the initialization of the test.

But this is good validation that we shouldn't need the 
Class.forName(PhoenixDriver.class.getName()) in the getConection code.
