CDH isn't really on 1.0. They might start with that but have post 1.0 features merged back which affect the coprocessor APIs and presents a problem for Phoenix compatibility. There are also wholesale changes picked back from trunk (e.g. MOB). I don't think CDH should be considered in this calculus, it's a fork of HBase. We can continue to support it informally with https://github.com/chiastic-security/phoenix-for-cloudera maybe.
