[~jamestaylor] As I mentioned before, we already have the code that sets to the 
path {{/etc/hbase/conf}} in case if there is no {{HBASE_HOME}} in the env. It 
was done in PHOENIX-2449.  [~elserj], [~enis] any thoughts?
