I suppose for 4.8.1, we probably shouldn't remove any upgrade code. For 4.9,
let's start a discuss thread around it first and see what people think. I think
for this particular JIRA, it's best to just snapshot the system.catalog table
and restore on failure if any upgrade steps across all tables fail.
