One possibility I could think of is to set the RPC configs in the preOpen()
hook of our coprocessors. This would only work if we are not too late in the
game i.e. the RpcSchedulerFactory isn't instantiated before a region is opened.
Let me see if I can test this out in our PhoenixRpcServerIT test.
