Transactional tables have a different coprocessor for doing index maintenance,
PhoenixTransactionalIndexer. We should move the RS-RS index writes for the
PhoenixTransactionalIndexer to postBatchMutateIndispensably the same way we did
for non transactional tables in PHOENIX-3789.
