Fix For: 5.4.0, 5.3.1
{{PhoenixSyncTableOutputRepositoryTest}} brings up a full HBase+HDFS+ZK
mini-cluster. PHOENIX-7751 introduced it alongside {{PhoenixSyncTableToolIT}}
but miscategorized it. The fix renames the suite to
{{PhoenixSyncTableOutputRepositoryIT }}and moves it so failsafe runs it in the
{{NeedTheirOwnClusterTests}} execution.
