Description: {{PhoenixSyncTableOutputRepositoryTest}} brings up a full
HBase+HDFS+ZK mini-cluster. PHOENIX-7751 introduced it alongside
{{PhoenixSyncTableToolIT}} but miscategorized it. The fix renames the suite to
{{PhoenixSyncTableOutputRepositoryIT}} and moves it so failsafe runs it in the
{{NeedTheirOwnClusterTests}}}} execution. (was:
