Maybe, we should add something like the POI
[LocaleUtil|https://poi.apache.org/apidocs/dev/org/apache/poi/util/LocaleUtil.html].
I would suggest that if we do this, then when we uptake next xmlbeans release
in POI then POI LocaleUtil should set the XmlBeans LocaleUtil default to match
the POI default.
