Under the Windows platform there is no key assigned for repeat (although I think OOo recognizes that it's Windows and there is no such key as "repeat", so it does not assign a key). I would be willing to advocate for you against the closing of this bug report. The majority of users should be able to use what works for the majority of users, not the minority.

if the Windows version of 1.9 also uses the binding Redo for the Edit ->

have access to a Windows computer on which i can install software for
testing.


I have windows version of OOo and on windows keyboards we do not have Redo key. Also F12 dose not work like 'redo' function.
