You must be member of the (QA) project what means you need to have at
least observer role in QA. You should have been involved within the OOo
community an contributed to QA for a while.

Good question. the regular admistrative tasks are not that time
consuming. (one to two hrs per week). What takes the time is to organize
the work within the project.
How influential QA lead is in overall development process?
I'd say .. it is not the position as QA lead itself that gives influence
but your contributions to OOo.
