What if I do this for several issues (of the topic - make toolbars

This might make people upset. As a status change on an issue will
trigger the mail notification. For moving a duplicate, it will trigger
notifications for at least two issues. If you do this for several
issues, you would spam the default / current owners of the issues.
The problem here is, that the issue owners cannot ignore such mails,
because they need to be aware of "real" issue activity.
