Yes, I claim that our file covers 100% GUI and ~100 Help Content... I
don't know what could be happen with the database statistics..
But, if it counts, i will explain galician situation:
We have recently integrated our translation with OOo. This is our second
or third integration (I don't remember) with OOo.
So, our next step is to continue offering ~100% translations and also
working in QA. You can see our report about localisation21 at TCM
and our first steps to localiza qatesttool environment:

So, don't you think that if our translation is not at 100%, passing QA
will be a waste of time??.
I hope that this shows you that we want a full translated, with QA, and
tests passed OOo Galician version :)

Well, simple maths are sometimes not so simple.
Say that in the previous version there were 100 strings, and that 95
were translated. You get a 95% translation rate.
Say now that in the new version, 35 strings were deprecated, and
another 35 were introduced.
If no translation work was carried out, you would have between 60 and
65 strings translated, out of 100. Thus a translation rate of 60-65%.
However, such a scenario is pretty unlikely (I hope, for the l10n
teams' sake, that 35% of the strings don't change at once), and I
guess someone missed some files somewhere ;)
