Hi Lihua, You have SQE role in TCM already, so please goto 'Test Case Maintenance' -> <test case you want to translate> and click test case number. Then you can overwrite [Description] and [Expected Result] section with your language. Your change must be visible for your language attributed testers.
If you prefer to translate them in off-line, then please use 'donwload' link at "Number of OpenOffice.org Test Cases by Category" page for getting test case file per category.
