Not a pleasant discussion! For my money, if a guy won't follow the rules, then permissions should reluctantly be withdrawn. Is there a proper process for doing this - formal warning first etc? Perhaps in this case a private message from one of the mods might be a next step.

Most people seem to be quite careful not to change stuff that isn't their responsibility. Rather than contemplate a lot of work to refine who has what combination of permissions, no doubt with much attendant admin, my feeling is that it's better to promote the culture of respect and responsibility and to accept that it may occasionally be necessary to withdraw permissions.
