Jira is the issue tracking software we use. Go here:
https://issues.apache.org/jira/secure/Signup!default.jspa and create
an account, then go to https://issues.apache.org/jira/browse/QPID and
click "Create new issue".

If you attach the output of svn diff to the Jira and click the "Grant
license to ASF for inclusion in ASF works (as per the Apache License)"
button we can incorporate your patch.

I don't think anybodys done much in the way of benchmarking or
optimisation on the Derby store until now really.
