Fix For: 1.18.0
Create a topology where two edge routers are connected to an interior router.
Both edge routers are connected to an HTTP2 service
Drop the connector on the first edge router and make sure the request made on
the interior httpListener is routed through the other edge router
Now, drop the connector on the second edge router and make sure the curl client
times out while making a request on the httpListener on the interior router
