The following new transaction classes:
org.apache.qpid.server.txn.LocalTransaction
org.apache.qpid.server.txn.AutoCommitTransaction
org.apache.qpid.server.txn.ServerTransaction
added 0-10 current have no unit tests and there are several TODOs flagged in
the error handling logic.
