It appears you need to use 'true' instead of the documented 'True' for the value to make this work.
I'm not sure which is expected to be correct, but I don't see why we can't accept both in future. I have raised a JIRA (https://issues.apache.org/jira/browse/QPID-3156) to track the issue either way.
