The qpid-config utility misrepresents LVQ in its command syntax. The only way
to create a new-style LVQ is to use the generalized --argument option.
The --order=lvq and --order=lvq-no-browse options should be deprecated and
replaced by an option to set up new-style LVQs and supply the name of the key
header.
