2. Keep the dev list but only for traffic not relevant to users of the code
Something that has not been mentioned much here: users that want to follow detailed development of qpid are perfectly free to subscribe to dev@. So IMO detailed implementation discussions should not happen on user@. user@ is appropriate for discussing interface changes, deprecations and user-facing design of new features.
